THE NY CITY COUNCIL MET ON WEDNESDAY, OCTOBER 11TH, AND UNANIMOUSLY  PASSED A RESOLUTION ASKING THE BFU TO RECONSIDER THE CLOSING OF THE FIRE PATROL.

New York Fire Patrol Resolution

Following an oversight hearing held by the Fire and Criminal Justice Services Committee on October 4, the
Council voted today on a resolution requesting that the New York Board of Fire Underwriters and the Board
of Directors reconsider decisions to discontinue funding to the Fire Patrol.

In January 2006 the New York Board of Fire Underwriters voted to discontinue funding to the Fire Patrol at
the end of the year. The fire patrol is charged with protecting property inside of buildings when a fire occurs.
According to the Fire Patrolmen’s Association, the Fire Patrol responds to approximately 10,000 alarms per
year, preventing tens of millions of dollars in property damage each year. The Fire Patrol is comprised of
approximately 98 employees, including 22 Officers and 76 Patrolmen.

“In the interest of protecting the public and commercial and manufacturing businesses throughout the City,
the Fire patrol must be saved. The Fire Patrol works!” stated Council Member Tony Avella. “In addition to
the valuable service provided to the public, the Patrol saves the insurance industry hundreds of millions of
dollars each and every year. On October 15
th, over one hundred men and women will lose their jobs and
every New Yorker will suffer as a result. For the sake of the bottom line – for the sake of the all-mighty
dollar – a crucial service will be lost. Shame on the Board of Fire Underwriters and shame on the insurance
industry if this travesty is allowed to happen.”

Impending Dissolution of Fire Patrol Is Criticized by City Council Members

"I don't think it's up to the New York City Council," a vice president of the New York Insurance Association, Ellen Melchionni, said. The $8.5 million to support the patrol exceeds savings by patrol, she said.

Following the hearing, a vice president of the New York Insurance Association, Ellen Melchioni, said it was unlikely that the impending dissolution would be postponed. "I'm sorry that the New York City Council was not aware of what's happening," she said. However, she added, "They don't save lives, they save desks and property, so the safety of the citizens of New York City is not at stake."

 

REBUTTAL TO MS. MELCHIONNI'S STATEMENTS:

October 11th  Ms. Melchionni's statements regarding the NYC Council shows the arrogance of the insurance industry.  She is correct in saying the the cost of running the Patrol is 8.5 million per year.  But we would like to know, HOW she can estimate what the true savings are when the BFU kept such incompetent records, using savings formulas from 1967 ??? The formulas used predate modern sprinkler systems!! HOW can she know what the true savings are, if policyholders don't have to submit claims, because
THE NEW YORK FIRE PATROL SAVED THEIR VALUABLE PROPERTY???

The Uniformed Fire Patrolmen's Association estimates, at 2006's property value, the true savings to be 50 to 100 million per year of property saved.


October 5th HOW DOES
ELLEN MELCHIONNI, WHO IS IN THE BUSINESS OF INSURANCE , SITTING BEHIND A DESK AT HER OFFICE IN ALBANY, KNOW WHAT THE IMPACT WILL BE FOR PUBLIC SAFETY OF THE CITIZENS OF NYC????  THE NYBFU HAS NOT DONE A STUDY ON WHAT THE IMPACT WILL BE TO THE CITY AND CITIZENS OF NEW YORK.  NEITHER HAS THE INSURANCE INDUSTRY. 

"THE CLOSURE OF THE FIRE PATROL WILL DIRECTLY AFFECT RESPONSE TIMES FOR THE FDNY.  WHILE LADDER COMPANIES ARE OUT OF SERVICE, DOING THE FIRE PATROLS JOB, PUBLIC SAFETY WILL BE AT RISK." THIS STATEMENT WAS MADE BY PETER GORMAN, THE PRESIDENT OF THE FDNY'S UNIFORMED FIRE OFFICERS ASSOCIATION. 

YOU KNOW MORE THAN THESE PROFESSIONALS DO ON WHAT AFFECT IT WILL HAVE TO THE CITY'S SAFETY??

PATROLMAN KEITH ROMA DID NOT DIE ON SEPTEMBER 11TH SAVING DESKS, MS. MELCHIONNI.  HIS BODY WAS FOUND ON CHRISTMAS EVE. AND HIS BODY WAS FOUND WITH 9 CIVILIANS, THE LAST OF MANY GROUPS OF CIVILIANS THAT HE SAVED THAT DAY.  HE DID NOT DIE FOR DESKS OR PROPERTY!!! 

HOW DARE YOU MAKE LIGHT OF HIS HEROISM OR THE HEROISM OF THE OTHER 31 BRAVE MEMBERS OF THE FIRE PATROL WHO LOST THEIR LIVES IN THE LINE OF DUTY.  IT IS AN INSULT TO THE BRAVERY OF OUR MEMBERS, WHO DAY AFTER DAY PUT THEIR LIVES IN JEOPARDY OPERATING UNDER A FIRE FLOOR.

YOU STATE THAT THE SAFETY OF CITIZENS WILL NOT BE AT STAKE?? 
JUST OFF THE TOP OF OUR HEADS WE CAN DISPUTE THIS CLAIM.

CALL THE NEW YORK INSURANCE ASSOCIATION AND ASK MS. MELCHIONNI  WHY THE CITY COUNCIL WAS NEVER NOTIFIED ABOUT THIS DECISION TO DISBAND THE PATROL?  AND TO DO WHAT THE COUNCIL ASKED.  POSTPONE THE CLOSING UNTIL THE CITY COUNCIL CAN COMPLETE AN IMPACT STUDY.
